Omnibus I: value-chain requests to SMEs capped at VSME

Only companies over 1,000 employees and EUR 450M turnover report under CSRD. Data requests to smaller suppliers are capped at the voluntary VSME standard. Canadian SMEs are suppliers, not reporters.

50 tonne per year de minimis. The EU importer is the declarant; Canadian producers supply embedded-emissions data per installation and production route.
